Administrative Procedures for Student in Possession of a
Cell Phone, MP3 Players, CD Players, Any Electronic Devices on Campus

 

In accordance with the LRSD Student Handbook and Arkansas State Law:

Rule 26A: POSSESSION /USE OF PAGER DEVICES (BEEPERS), CELLULAR PHONES AND/OR OTHER ELECTRONIC COMMUNICATION DEVICES.

The use or possession of a beeper or other electronic communication device (CD, MP3, DVD and phone) on a school campus, a school bus or at a school –related activity during the regular school day, Monday – Friday. is prohibited, except when they are required for medical reasons. Medical documentation MUST be on file with the student’s administrator and the school nurse. (Arkansas code 6-17-113 and 6-18-502)

Cell Phones Can Detract From School Safety & Crisis Preparedness

The school will not be responsible for loss, damage, or theft of any electronic device brought to school or on district property.

1. Picture phones can be used to exploit personal information and compromise the integrity of educational programs. These phones can be used to take photos of people in the locker rooms and restrooms.

2. Cell phones have been used to cheat on tests in classrooms.

3. Cell phones have been used for calling in bomb threats to schools and, in many communities, cell calls cannot be traced by public safety officials.

4. Student’s use of cell phones could potentially detonate a real bomb if one were actually on campus.

5. Cell phones used by students can hamper rumor control and, in doing so, disrupt and delay effective public safety personnel response.

6. Cell phones used by students can impede public safety response by accelerating parental response to the scene of an emergency during times when officials may be attempting to evacuate students to another site.

7. Cell phone systems typically overload during a real major crisis (as they did during the Columbine tragedy, WTC attacks, etc.), and usage by a large number of students at once could add to the overload and knock out cell phones systems more quickly than may normally occur. Since cell phones may be a backup communication tool for school administrators and crisis teams, widespread student use in a crisis could thus hamper crisis team emergency communications tools in a very short period at a critical time.

 
1st Offense: Warning, confiscation of the device*.

2nd Offense: In – School Suspension for 3 days

3rd Offense: Suspension for 6 days and probation

4th Offense: Long – Term Suspension recommendation

*Phones confiscated from students will not be returned for a 24-hour period. If phones are confiscated on Friday, phones cannot be picked up until the next school day.
